According to Assetz, the property advisory company, new build prices were down 10% year-on-year last month and can continue to fall. According to data from BuySell Cyprus, prices in Cyprus actually fell by 0.8% in September, following a six month rally that had increased prices by 8.9%. According to the authoritative National Association of Realtors, prices in July were up only 0.9% on the same time last year, with actual falls in a number of states. After all, prices are still up a very respectable 9.4% on the year and average prices CYP 92,459 (£109,908). All this has been reflected in property prices on the island which have been rising at a fair clip. Also next month, Cape Verde-based TAVC Airlines is due to start an alternative route between Birmingham and the capital Praia on Santiago island. Although things have been stable in Thailand since the 1990s, the country does have a long history of coups and things, at least at the time of writing this blog, have been peaceful so far. Amateur investors, in particular, are driven by the desire to holiday in their overseas property once or twice a year, and therefore focus on holiday destinations which they might ultimately chose to retire to, says Stuart Law, the managing director. In last week's edition of The Sunday Times we ran a story about the launch of a new 35-storey £81.5m residential skyscraper called La Residence in Beirut, backed by none other than Ivana Trump, the flamboyant property developer. In reality, it was never really seriously in doubt that they will get the green light. In the meantime, though, we certainly seem to have ruffled a few feathers among agents actually settling foreign property, some of whom appear to be just as wary as we are about the sheer scope of building in Bulgaria and see it as bubble certain to burst.... It is also likely to boost tourism, by removing the barriers that have prevented Ryanair, easyJet and the other low cost airlines who have not yet started operations to the countries from doing so.... It is also rather unfortunate timing for a group of British property journalists (not from The Sunday Times, of course) who returned earlier this week from an all expenses tour of the country. It is not clear when the new rules will go into effect.... It is not just because of all that sunshine (300+ days a year, apparently) and the obvious charms (driving on the left, chunky British-style electrical plugs etc) that come from almost 90 years of being run by us. It is still a reminder that in Cyprus, as in other hotspots, prices do not simply go on increasing month in month out for ever, especially where there is a lot of new building going on. Italy and Malta also made it into the top five... It's almost eight weeks since we published the piece, but it is still causing ripples in the industry. It's not especially surprising, at least from the property buying point of view. Ivan herself was due to visit London next week for La Residence's glitzy launch party. Jump in too early and you will be kicking yourself; but wait too long and you can also lose out. Known as Zlota 44, the tower, set in the heart of the city, will rise 192 metres into the sky and contain 251 properties priced at anything from £290,000 for a one bed 62sq m flat to £2.5m for a 371 sq ft penthouse. Last month, I reported in this blog about a series of market cooling measures announced by authorities in Beijing to try and cool things down a bit. Matters are especially sensitive in Shanghai, the country's commercial capital, following the ousting of Chen Liangyu, the party chief, on charges of corruption - some of it allegedly linked to the booming property market.... More than half live in Alicante and Malaga provines, although the numbers in Murcia, in the south-east, are growing fast. Most, of course, will be run by companies merely selling property; but there are others offering more general information as well - and in some cases they are offering more than just simple sites. Now, in a further attempt to curb rampant speculation, they are at it again: Xinhua, the official news agency, announced a series of regulations this week that will make it far more difficult for non-resident foreigners to buy property there. Okay, you may be a couple of hours from the sea and only a little less than from the nearest airport, but the scenery is beautiful and the summer apparently not as hellishly hot as you might imagine. Only time will tell if they are right.... Others, though, clearly seem to object such 'negative publicity' on the grounds it may damage the value of their investments, even though their expected returns remain just that - expected. Overseas investors who do not plan to occupy the properties they buy will only be able to do so by setting up a foreign-funded enterprise in China first. Predictably enough the discussion was dominated by the story, Bulgaria Beware, that The Sunday Times ran in July highlighting some of the more unrealistic promises made by some agents active there. Predictably, enough, perhaps, the World Cup Effect ensured that Germany was the top rentals performer in the first half of this year, although, to the surprise of the doomsayers, Dubai was close behind, with an average number of enquiries double the average for the site. Prices for the three-bed riad-villas start from £225,000. Put 'Cape Verde' and 'Property' into Google and see just how much stuff comes up.... So much of foreign property journalism is articles saying nice things about new developments in faraway places written by journalists flown there at the developers' expense. Strangely, the turmoil in Bangkok is corresponding with upheaval in another 'emerging market' popular with foreign buyers: Hungary.... Take New Homes Blog, which is marrying the (relatively) new phenomenon of podcasts with foreign property.... Tap the word 'property' (or 'real estate') and the name of almost any other country into a search engine and dozens or maybe hundreds of sites will pop up. That old favourite, Tenerife, also remained popular, with a 20% rise in enquiries compared with last year. The challenge, as always, is to know when the bottom has been reached. The companies trying to sell foreign property have been quick to take advantage of this. The developers and estate agents, meanwhile, are piling into the islands in force. The economy is growing quickly, interest rates are low and there are lots of new off-plan developments to buy into with favourable payment plans. The key, apparently, is its height above sea level. The market these days is different: people are often buying in places on the basis of something they have read or heard rather than personal experience. The message to those hoping to invest in the States is hold off, says Stuart Law, the managing director. The most obvious caveat, of course, is what if the dollar hasn't yet reached the bottom? The piece was a balanced one, warning that the potential capital gains come hand in hand with a degree of political instability. The story has certainly provoked interest among those who have property in the country. The various other related indices, such as housing starts, units sold and stock of unsold properties paint an equally gloomy picture.... The website, MyBulgaria.info, which has discussion forums on a number of subjects, has set one up specially to discuss the article. There is further to go before the market stabilises and offers the prime opportunity to investors. There is no doubt that being in the EU - and all the aid and investment that will flow with it - will boost the Bulgarian and Romanian economies, pushing up living standards and property prices. This will not stop developers and estate agents keen to sell flats and houses in the two countries from using impending membership as another reason to talk up the markets there. To add to the attraction, the development also boasts the obligatory golf course. Ultimately, of course, it is all probably likely to blow over. Under normal circumstances, the developer who will have financed the trip will be expecting in return to see positive stories in the various property sections of the national papers over the next few weeks. Under the regulations, which were approved by the State Council, capital requirements for overseas individuals or firms will be raised while it has also been stipulated that they will have to have been in China for at least one year before they can buy property. Until just a few years ago, most people buying overseas will probably do so in a place they knew and, most likely, had already holidayed in. Until now, those travelling to the Atlantic archipelago have had to fly via Amsterdam or Lisbon. Victory is clearly ours in the old battle for towels on deck chairs. Waiting for me in my email index on my return was a survey on the latest trends in the market by Holiday Rentals, a rental site with 18,500 properties on its books. Warsaw is about to boast Europe's highest residential building - with prices to match - thanks to Daniel Liebeskind, the architect known for the WTC Freedom Tower in New York and a host of other projects across the world. What we cann't predict, of course, was what dramatic and imminent form that instability will take with this week's all out assault by the Israeli military on Lebanon. When I last checked, it had reached seven pages! Whether outside investors will be better off putting their money there or spreading it among various other cheaper projects remains to be seen. While more familiar Alpine European resorts will suffer the adverse effects of global warming over the next few years, Oukaimeden, which lies more than 3,250 metres above sea level, will be one of the world's few snow assured resorts, it is claimed. With all this destruction going on it seems trivial, to say the least, to ponder the implications for a real estate market, which until a few days ago, was booming, but it certainly isn't good. Without coming over too self righteous, we at The Sunday Times do not go on such freebies and therefore feel free to adopt a more critical tone, if it is warranted, which does not always go down too well within the industry.... You know the pattern: you visit a particular spot in France, Spain or on the Algarve every year for a few years and get to know and like it so much that, in the end, you decide to want to buy a little part of it. Your dream property may be a bargain at £1=$1.95, but will be an even better one if the American currency sinks to $1.97.

A businessman living in Yambol area told us: “I also invested in some other places but Bulgaria seems more stable. A lady in her 40s who had settled in a Smolyan neighbourhood shared: “We were working long, long hours for no reward really, just to pay bills. A lot of attention was given to mixed British-Bulgarian couples. A man from a village near Veliko Turnovo had made a rather in-depth research before making up his mind: I’ve done some research on Bulgaria. A number of factors play a role in choosing Bulgaria. All the British respondents agreed to be recorded and did not express any discomfort with the recording device. Almost all conversations were recorded on a Dictaphone. Although there are exceptions, as a rule the media reproduce the myth about the “poor British pensioners who have come here to live their elderly years in tranquillity”. An average interview lasted approximately 60 minutes. And we thought we want to live in another country and start a new business.Some imagined that the change will help them avoid the boredom of a life as a retiree: “I didn’t want to retire and sit in a little flat in England”[4]. As a rule, they are friends with their Bulgarian neighbours. Bulgaria competes with several other destinations: “I searched Spain, Morocco all over, even Dominican Republic, Brazil, and we came to Bulgaria”[12]; “We looked at France, Spain, Italy and other part of England and even in Ireland”[13]. For some of the interviewed moving to a foreign country was a way to maintain the quality of life they had enjoyed in their working years, or to enhance that lifestyle. Foreigners get more rights… You’re not allowed to use certain words. Fourth, the existing problems are mostly connected with the everyday life and are surmountable. France was also not a place the Britons will like to move to: “The worst thing of France are the French”.C. Given that many Britons in Bulgaria are close to the retirement age, moving out of Britain meant a chance for an early and not so stressful retirement: “Because it’s so expensive to live in the U.K. Here we can get a better quality of life”[8]. However, unexpected problems frequently surfaced in the course of the interview. I can see the real estate prices crashing over soon”[16]; “Years ago that might have been a good idea [to go to Spain] but now it’s very, very expensive. I checked out the ethnic relationship in the country… I know the GDP was growing in Bulgaria. I didn’t want to go there, to get in trouble”[20]. I hoped that maybe prices will go up here after you join the EU” [23]. I know you have harsh winters but you cannot see snow anymore in England while here you can do skiing. If you use the word ‘white’ it’s not racist, but if you use the word ‘black” it’s racist. Important as it may be, this factor is not to be overestimated. In conducting the interviews, we have given particular attention to the decision-making process.A. In Spain they don’t mix with local people. Indeed, security concerns were among the main reasons that prompted our interviewees to leave the UK: “We came here because it wasn’t safe for the children in the U.K.”, a lady from Smolyan area shared. Interviewees included people who have lived in Bulgaria for the last 4-5 years (some of them speaking perfect Bulgarian), as well as newly arrived British who just unpacked their baggage. Interviews covered typologically significant groups among the British and the Bulgarians. It had often been accompanied by a discontent with one’s lifestyle back in the United Kingdom. It interviewed Britons but looked also for the opinion of their neighbours, Bulgarians or British. It was also very interesting to find people who ended up in Bulgaria after having lived in Spain, Dubai, Greece or Canada.Spain seemed to be the chief ‘competitor’ of Bulgaria as a place to move to. Key FindingsBefore presenting the results of the project in detail, we will like to emphasize four major findings.First, this survey suggests that there are no xenophobic attitudes or aggression towards foreigners on the part of the local population. Many of the British citizens included in the survey demonstrate a vivid interest in the local culture. Many of them live in the country permanently. Most of the people whom the project team approached gladly accepted the invitation for an interview. Nevertheless, there is still no official information on the exact numbers of those people, nor any sociological surveys focused on the reasons for their moving to Bulgaria and their way of life here. Of course, this doesn’t mean that efforts should not be made to overcome these deficits.Section I. On the contrary, while the respondents often point to the simplicity of village life, the warm human relations and the virginity of nature as leading motives for replacing the U.K. One of the respondents shared: “My partner and I were looking for some sort of a change. One respondent spoke of British oversupportiveness of minority groups’ rights, which he saw as a prerequisite for terrorist acts in the country. One such problem was the offering of one and the same service at a different price for Bulgarians and foreigners or the slow and sluggish procedure for prescription of certain medicines. Others hoped they can start a business here: “Both my partner and me became increasingly unhappy with our jobs. Plus: price.[21]Bulgaria’s EU-membership was among the key factors attracting our respondents to Bulgaria: “And 4-5 years ago I saw opportunity that you may be joining Europe. Properties are very expensive and now I think the bubble may burst.”[17]Interestingly, perhaps the key disadvantage of Spain in the eyes of our respondents was it becoming too British:Spain is already very ‘fish and chips country’. Respondents were selected on an entourage principle through the contacts of the British themselves or with the help of a local coordinator, a Bulgarian who lives in the region and is familiar with the situation there. RespondentsThe research is not representative for the British population living on the territory of the country. Second, the survey disproved the popular myth that it is only poor British pensioners who come to Bulgaria. So English people are saying: ‘Enough is enough![1]’.The growing discontent with governmental policies was expressed also by a 63-years old lady settled in Balchink area: “I did not want the Tony Blair government telling me what to do and what not to do. So we decided to take the chance and start a business in Bulgaria. So, we invested some money there and we have to wait”[22].The reasonable level of safety represents another comparative advantage of Bulgaria. Some Bulgarians refused to be recorded and their interviews were hand-written by the team members. Some of the interviewed, expressed discontent with British political actions, and some described a sense of anxiety in the U.K. Some of them understand Bulgarian well enough to watch Bulgarian TV and to read newspapers. Some voted at the last European parliament elections, others even ran for councillors at the local elections in October 2007. Spain is Already a ‘Fish and Chips Country’For many Bulgaria was not the first place they thought of after deciding to leave the U.K. Surprisingly, most of the refusals came from the Balchik area.The questionnaire for the in-depth interview is divided into three main blocks (see the appendix at the end of the text). That willn’t have been enough if we haven’t also loved the country.”[24]The moderate climate also seems to be crucial for the decision to choose Bulgaria for a new home. That’s why Britons are leaving Britain, because they are no longer considering it their country. The cold and gloomy English weather motivates many Britons to consider moving to places with a better climate. The desire for a change in one’s life had at times been rather vague. The few publications in the press and on the Internet and the TV reportages present the British mostly like eccentrics. The first block comprises questions regarding the biography of the respondent: what did he/she do for a living; what is his/her education, civil status, social background. The initial expectation of the project team was that some Bulgarians will be opposed to Britons coming to their country and buying out their land. The low cost of properties and the growing real estate market also represent key advantages that Bulgaria has in comparison with Spain, for example: “In Spain the property market levelled out too much and Bulgaria in that sense was much more promising. The prime consideration seems to be the political and economic stability of the country. The project team determined that Britons who settle in villages tend to be the ones who stay in the country permanently and therefore have a bigger exposure to local culture. The project team interviewed people of both genders between 8 and 70 years of age from different parts of Great Britain, with various professional experiences and civil status. The report discusses in detail the existing challenges and the reasons the respondents see behind them. The research team based its choice of the qualitative method, as opposed to focus groups or included observation, on the determination that the problem has not yet been studied. The respondents were interviewed in their homes or in public places so that they can feel as comfortable as possible. The survey used a questionnaire for in-depth interviews. The team also includes Svetozara Petkova – lawyer - LLM from Sofia and Warwick Universities, Kristina Georgieva – MSc. The team leader is Martin Ivanov PhD – historian from the Bulgarian Academy of Sciences. Then instead of spending the money, which goes very quickly, I’ve decided to invest in this property in Bulgaria”[11].B. Therefore, with the exception of one interview in Veliko Turnovo, all the interviews were made in villages. These are the regions where, according to unofficial data, British citizens acquired plenty of properties.In the course of the project, the team did a total of 62 interviews. They don’t integrate.[18]Other options seemed either out of reach or not very attractive: “We took our van and travelled through 30 different European countries. They now call it ‘whiteboard’. Third, this block discusses the contacts of British citizens with Bulgarian institutions – from the crossing of the border, through the municipal administration and the mayor of the settlement, to the postal services, hospitals and schools. This is partly due to the prevailing tendency among the interviewed Britons to try to understand the local culture and integrate into it, to learn the language and the customs of the local people and not act in a colonial manner. To use the words of a 53-years-old person from Essex:Everybody is really not happy with the English government and the fact that as English people in England we are third-rate citizens in our own country. To use the words of a lady from Veliko Turnovo region: “We were drawn by the cheapness of the property. We can say though that there are no grounds to expect a rise of major cultural tensions between the two communities in the near future. We knew we want to do something different. We mustn’t sing that anymore because of the word ‘black’. We needed a credit, which then we had to pay back for 20 years. We wanted to do something different and specifically we wanted to be self-employed. We wanted to go somewhere else and do something different”[3]. We were not happy with our life in England. While the research traditionally identifies these characteristics as ‘push’ and ‘pull’ factors, respondents often made it clear that a push factor in the U.K. You’re not allowed to use the word ‘blackboard’ in school now because it’s racist.

All the families have registered with local doctors, and when health officials have been able to provide preventive care, they�ve achieved results. Almost none of the older Travellers can read or write, and they don�t want their children to suffer the same fate. And the stakes in their case are enormous � not only for the Travellers, but also for Britain.First and foremost, theirs will be a massive eviction. And there�s undeniably much ill will toward the Travellers, who are blamed for forcing down land prices, dumping garbage on public property and driving too fast along country lanes. Attendance has now risen to 80, thanks to some persistent outreach by dedicated teachers, but many Traveller children still perform poorly, not least because their parents pull them out of school frequently and without warning. But many local families pulled their children out of the nearby primary school when the Travellers started attending, and the school population fell from more than 200 to just 40. Dale Farm lies deep in the English countryside, about 50 miles east of London. Hundreds will be affected, including a 72-year-old cancer patient, a young woman pregnant with twins, children with severe disabilities, elderly widows and many families with no means of transport. I recently spent a few chilly days at the farm, meeting with young mothers, widows, old men with asthma and high blood pressure, and high-spirited youngsters who should have been in school. If it goes against them, their homes can be reduced to rubble.These 86 families are one of the country�s largest concentrations of Travellers, a nomadic group of Irish origin that began migrating to Britain in the 1960s. In other words, there will be no more roaming around the British countryside, and the Travellers will have to find their own land.At this, Traveller families began to purchase land at Dale Farm. Last month, their appeal reached the High Court in London, which is expected to rule after Easter. Municipal workers come to collect garbage and occasionally clear out rats, but the council has withheld most other services, which the Travellers installed themselves. Once on the road, the Travellers will be barred from receiving regular medical treatment, because Britons need a fixed address to register with a doctor. One anti-smoking clinic got 200 Travellers to quit in six months.This modest progress will be brutally interrupted by eviction. One government health official told me that such populations typically don�t receive the medical screening that picks up risk factors that lead to killers such as heart disease. One local official described relations between the Travellers and locals as �pure poison.�Still, for all the uncertainty, Dale Farm has brought some stability to the Travellers and has shown how they might be brought into the mainstream of society. Several years ago, they built houses here without permission from the local government, or council, which ordered them to vacate the premises in June 2005. The 86 families moved in anyway and built without permission.Their status, however, makes any sort of integration more difficult. The Basildon council, which was controlled at the time by the Labor Party, gave them planning permission even though the farm was classified as �green belt� and zoned against development. The children�s education will come to a grinding halt. They can�t be deported, because most are British citizens. Water and sanitation can be much improved.Education is another challenge. When I worked with the United Nations in Cambodia, we used to describe people like this as �EVIs� � extremely vulnerable individuals.

A meal for two, made from locally grown and organically pure products and including a bottle of nice wine will rarely cost you more than six or so pounds. A relatively small country, a few hours drive will take you from the snow covered central Pirin mountain Ranges to the long sandy beaches of the Black Sea coast. A wonderful meal for 2 including wine will rarely exceed around �7.00 GBP. After extensive research, Bulgarian Properties has chosen two of the biggest lenders in Bulgaria to form partnerships with and is now in the unique position of being able to offer a choice of mortgages while still maintaining the lowest fees in Bulgaria. As a result, Bulgaria is ecologically one of the purest countries in Europe, with exceptionally clear air and water resources. At that time, mortgages were still in their infancy, there was only one choice of lender and getting a mortgage was time consuming and expensive. Bansko has developed into a favorite ski & snowboard destination, but also boasts unique architecture, has many historically significant sites nearby, as well as beautiful scenery and countryside for miles around. Bansko is considered by many to be Bulgaria's number one ski resort. Borovets is also easy accessible- 12 minutes of first class road connects it with Samokov, the most sizeable town in the area. Borovets is the perfect place to relax and provides many other recreational opportunities throughout the year. Both the volume traded on the SOFIX Stock Exchange and loans and mortgages issued by Bulgarian banks are growing rapidly, while the number of airlines offering easy connections from major European centers has been growing apace with tourist visits. Bulgaria can in many ways be compared to Mediterranean destinations such as Spain, Greece and Portugal, yet it is still in the early phases of development and its property prices are therefore still only about a quarter of what you will expect to pay in a country like Spain. Bulgaria is said to be the fastest growing holiday destination for 2004 and at least 200,000 Britons were likely to visit the summer resorts this year - nearly double last year's total. Bulgaria is said to have one of the lowest costs of living in Europe. Cigarettes cost just 40p per packet and a day out in a museum or the theatre will cost just a couple of pounds.
