All the families have registered with local doctors, and when health officials have been able to provide preventive care, they�ve achieved results. Almost none of the older Travellers can read or write, and they don�t want their children to suffer the same fate. And the stakes in their case are enormous � not only for the Travellers, but also for Britain.First and foremost, theirs will be a massive eviction. And there�s undeniably much ill will toward the Travellers, who are blamed for forcing down land prices, dumping garbage on public property and driving too fast along country lanes. Attendance has now risen to 80, thanks to some persistent outreach by dedicated teachers, but many Traveller children still perform poorly, not least because their parents pull them out of school frequently and without warning. But many local families pulled their children out of the nearby primary school when the Travellers started attending, and the school population fell from more than 200 to just 40. Dale Farm lies deep in the English countryside, about 50 miles east of London. Hundreds will be affected, including a 72-year-old cancer patient, a young woman pregnant with twins, children with severe disabilities, elderly widows and many families with no means of transport. I recently spent a few chilly days at the farm, meeting with young mothers, widows, old men with asthma and high blood pressure, and high-spirited youngsters who should have been in school. If it goes against them, their homes can be reduced to rubble.These 86 families are one of the country�s largest concentrations of Travellers, a nomadic group of Irish origin that began migrating to Britain in the 1960s. In other words, there will be no more roaming around the British countryside, and the Travellers will have to find their own land.At this, Traveller families began to purchase land at Dale Farm. Last month, their appeal reached the High Court in London, which is expected to rule after Easter. Municipal workers come to collect garbage and occasionally clear out rats, but the council has withheld most other services, which the Travellers installed themselves. Once on the road, the Travellers will be barred from receiving regular medical treatment, because Britons need a fixed address to register with a doctor. One anti-smoking clinic got 200 Travellers to quit in six months.This modest progress will be brutally interrupted by eviction. One government health official told me that such populations typically don�t receive the medical screening that picks up risk factors that lead to killers such as heart disease. One local official described relations between the Travellers and locals as �pure poison.�Still, for all the uncertainty, Dale Farm has brought some stability to the Travellers and has shown how they might be brought into the mainstream of society. Several years ago, they built houses here without permission from the local government, or council, which ordered them to vacate the premises in June 2005. The 86 families moved in anyway and built without permission.Their status, however, makes any sort of integration more difficult. The Basildon council, which was controlled at the time by the Labor Party, gave them planning permission even though the farm was classified as �green belt� and zoned against development. The children�s education will come to a grinding halt. They can�t be deported, because most are British citizens. Water and sanitation can be much improved.Education is another challenge. When I worked with the United Nations in Cambodia, we used to describe people like this as �EVIs� � extremely vulnerable individuals.

Bad management in the field of social security, corruption in political life, lack of transparency in politics and the insensitivity to the reactions of civil society in Bulgaria are, however, a fact. The minister of social policy publicly tried to assert that “it is high time people understood that when adults or children have such severe mental disabilities, they cannot learn to talk or to read. The only respectable way to protect the honor and name of Bulgaria is for our state to take immediate action to resolve the problem of children in institutionalized care, to guarantee their future with both sound legislative changes and solid funding. There has been no result and the de-institutionalization of children continued to stall so that the jobs that these homes for children provide can be preserved. They simply do not have any competence for that. We do not believe that it is an attack on the culture, art or mentality of a peaceful, hard-working and civilized nation, which, in the turbulent years after the crash of communist regimes and dictatorships, turned into an example for ethnic tolerance in the Balkans. We have a psychologist [in Mogilino], but of course we do not have superb conditions, but anyway, this is all these children can achieve” (interview with InfoRadio, Sept. We hope that the screening of this documentary will initiate a wide discussion in Europe’s parliament, which in itself will pressure the Bulgarian government to take quick and effective action in regard to children in institutionalized care. We join the indignation with which Europe meets the result – the tragic fate of the children in Mogilino, filmed by Kate Blewett. We plead that the film be screened in the name of all 8600 children in institutions who, according to the last available projections, will be 10 000 by the end of the year. We want to declare our disagreement with the position that the just presentation of the problems of institutionalized children will injure Bulgaria’s prestige.

Accession Worker Cards1.Workers not exempt from the requirement to seek permission to work will need to hold an accession worker card or a Seasonal Agricultural Workers Scheme work card in order to be legally employed in the United Kingdom. Existing schemes for lower skilled work in these sectors will move to being restricted to workers from Bulgaria and Romania. However, the criteria for the issue of such a document to a dependant spouse in these circumstances will not be subject to a skills test. If the holder of an accession worker card wishes to change employment, they will need to obtain a new accession worker card for that employment.2. The SAWS card may be obtained more than once provided that there has been a break of 3 months from the time of your previous employment under the scheme. The SAWS is managed through 9 authorised operators, which recruit workers and issue work cards. The status of self-employed will depend on the circumstances and character of your economic activity. The UK labour market will be opened gradually to citizens of Bulgaria and Romania who have the skills we need.�Since 1st January 2007, as European Economic Area (EEA) nationals, Bulgarians and Romanians have been able to move and reside freely in any Member State. There are certain categories of employment for which non-EEA nationals are not currently required to obtain a work permit (for example, sole representatives of overseas businesses, au pairs, employees of overseas governments and ministers of religion). They are enforced through fixed penalties (in the case of employees) and, where appropriate, prosecution.The accession regulations were approved in Parliament on 7th December 2006. They must apply to the Romania and Bulgaria Casework Team (as above) in Sheffield. All the families have registered with local doctors, and when health officials have been able to provide preventive care, they�ve achieved results. Almost none of the older Travellers can read or write, and they don�t want their children to suffer the same fate. And the stakes in their case are enormous � not only for the Travellers, but also for Britain.First and foremost, theirs will be a massive eviction. And there�s undeniably much ill will toward the Travellers, who are blamed for forcing down land prices, dumping garbage on public property and driving too fast along country lanes. Attendance has now risen to 80, thanks to some persistent outreach by dedicated teachers, but many Traveller children still perform poorly, not least because their parents pull them out of school frequently and without warning. But many local families pulled their children out of the nearby primary school when the Travellers started attending, and the school population fell from more than 200 to just 40. Dale Farm lies deep in the English countryside, about 50 miles east of London. Hundreds will be affected, including a 72-year-old cancer patient, a young woman pregnant with twins, children with severe disabilities, elderly widows and many families with no means of transport. I recently spent a few chilly days at the farm, meeting with young mothers, widows, old men with asthma and high blood pressure, and high-spirited youngsters who should have been in school. If it goes against them, their homes can be reduced to rubble.These 86 families are one of the country�s largest concentrations of Travellers, a nomadic group of Irish origin that began migrating to Britain in the 1960s. In other words, there will be no more roaming around the British countryside, and the Travellers will have to find their own land.At this, Traveller families began to purchase land at Dale Farm. Last month, their appeal reached the High Court in London, which is expected to rule after Easter. Municipal workers come to collect garbage and occasionally clear out rats, but the council has withheld most other services, which the Travellers installed themselves. Once on the road, the Travellers will be barred from receiving regular medical treatment, because Britons need a fixed address to register with a doctor. One anti-smoking clinic got 200 Travellers to quit in six months.This modest progress will be brutally interrupted by eviction. One government health official told me that such populations typically don�t receive the medical screening that picks up risk factors that lead to killers such as heart disease. One local official described relations between the Travellers and locals as �pure poison.�Still, for all the uncertainty, Dale Farm has brought some stability to the Travellers and has shown how they might be brought into the mainstream of society. Several years ago, they built houses here without permission from the local government, or council, which ordered them to vacate the premises in June 2005. The 86 families moved in anyway and built without permission.Their status, however, makes any sort of integration more difficult. The Basildon council, which was controlled at the time by the Labor Party, gave them planning permission even though the farm was classified as �green belt� and zoned against development. The children�s education will come to a grinding halt. They can�t be deported, because most are British citizens. Water and sanitation can be much improved.Education is another challenge. When I worked with the United Nations in Cambodia, we used to describe people like this as �EVIs� � extremely vulnerable individuals.
