Friend, I should say that he is absolutely right to point to the wider debate about immigration that we are having, and need to have, in this country. From Ealing to Glasgow, and from Leicester to Hull, citizens from eastern Europe have added to our country economically, socially and culturally. He is a very pleasant and cheerful man, who has to do a very unpleasant job. He is an excellent European, and I am sure that he will not mind my saying that he is an idealist without illusions. However, it is important for us to debate why the Cabinet reached that conclusion, as well as to examine the wider issues surrounding the emotive immigration debate.I am pleased to see the Minister for Borders and Immigration on the Front Bench. I also had the opportunity to meet the Romanian Prime Minister, Calin Popescu-Tariceanu, and other Ministers. I am reluctant to intervene on the right hon. I am still shocked at the way in which we reversed our position on the highly skilled migrant workers programme. I am very grateful for the advice tendered to us by both Governments as we put together the evidence base on which the Cabinet made its decision earlier this year.Before I respond to some of the detailed points made by my right hon. I believe that the fear of immigration that we experience is a result of faults in the system, faults that, in my view, can be resolved.Last week the Department for Work and Pensions apologised for erroneous immigration figures. I believe that there are signs that a new consensus is emerging. I must add that I myself have waited for four months to meet the Minister to discuss individual cases. I think he was at the Helsinki summit when the then Prime Minister made his promise to push for the accession of Bulgaria and Romania. I very much look forward to appearing before him on 27 November, when we will discuss this issue in a little more detail.My right hon. I want Romania to be part of that process.”At this point, may I pay tribute to our ambassador in Bucharest, Robin Barnett, who has done a tremendous amount of work to build the excellent relationship between Britain and Romania? If the Government’s statistics are wrong, how can their policies be right? If they are equal members of the EU, they should be full members, and not treated as second-class citizens. In London we have more than 300 different nationalities living side by side. It also raises the question: how do we ensure that jobs are going to British people and what do we classify as British? It assumes that foreign workers are somehow stealing jobs from United Kingdom workers, an idea for which there is absolutely no evidence. It is vastly under-resourced, understaffed, and—as the former Home Secretary, my right hon. It lacks credible arguments, and some have suggested that it appears to amount to little more than employment apartheid. Since my application for this debate, the Government announced their decision last week, after a 10-month review, to retain the restrictions placed on migrant workers from Bulgaria and Romania. Such delays are unacceptable.We should be asking our European neighbours to play a larger role, and to construct and engage in a process to deal effectively with illegal immigration. That is not true any more.There are two themes from those early debates that are still with us: a concern about public services, which was at the heart of some of my right hon. That is only 300,000 people fewer than the 1.1 million foreign workers in the UK and that figure does not include British workers based further afield, figures on which are not available. That is unacceptable to the Home Office and the country, as well as to the applicants themselves. That is why we have been awarded the honour of hosting the Olympic games in 2012, and why the internal cultural conflict predicted by Enoch Powell was so wrong. That serves to demonstrate not only that Britain benefits from migrants working in the UK, but that British people benefit from the agreements that allow that to happen, as it means that there is free movement of labour. The accession of Romania and Bulgaria is simply the next step and, with improvements in the process of immigration, I am certain that, within the next few years, Romanian and Bulgarian citizens will be welcomed with full working rights. The accession of the A8 and the A2 appears not to have had any significant negative impact on the British economy or the jobs market. The Birmingham media have consistently struck a tone of tolerance and engagement with this issue that is entirely appropriate. The British public have a right to expect accurate figures. The debate is about the balance, and that is why we will continue to have arguments about what is precisely the right balance. The EU and the free movement of labour within it enriches our country and our citizens. The fundamental problem appears to be not immigration itself but implementation, and the way in which funding is allocated. The Home Affairs Committee, which I have the privilege of chairing, will examine the issue on 27 November. The LGA sensibly suggests that the solution is to create a central pot of money for which local 6 Nov 2007 : Column 123authorities can apply when experiencing a higher-than-average number of migrants. The LGA suggests that local services struggle because they are not given the money that they need to serve the number of people who use them, as the allocation is based on the national census, which does not include the majority of immigrants. The most prevalent problem now is the shortage of skilled and unskilled labour, with some estimates calculating that as many as 10 per cent. The press have a very important role to play in this area, and such comment is well worth commending.Mr. The publication made a number of key points, the most significant being the finding that £6 billion a year of growth is attributable to migrants. A number of foreigners had already purchased property in Bulgaria some years ago only to sell it and make profit, DPA said.Others bought houses with gardens planning to settle in the country. At the beginning of the month, Bulgarian Land Development (BLD), a London-listed Bulgarian property developer, said it will invest in five residential projects in Bulgaria, worth a total of 235 million euro. Attractions such as these have ensured its popularity among tourists over the past couple of years in particular. Bansko, for instance, has seen the creation of a new motorway linking it to the airport, a golf course built alongside the town and a new ski lift system within the resort. Bulgaria was outranked only by Spain and France. Buyers have reserved 75 of the flats and signed preliminary contracts for the purchase of 53 flats, evidence of the interest shown by British clients. Construction on the Harmony Hills complex is expected to kick off in February and to be completed in 15 months. Developments in the beginning of 2007 confirmed these predictions, Focus news agency reported.Some Bulgarian cities registered steady growth in 2006 but the overall price increase remained within expectations, Stoev said. And I wonder why it is only UK licences out of all the other EU countries that are not recognised by the Bulgarian authorities?How did you get insurance in Bulgaria - can you buy and insure a car there without a Bulgarian licence? I am an Australian and have a long stay visa with a Bulgarian ID card, been 'pinged' a few times. I have two cars, both registered and insured in my name here and don't find any problemss with the system at all. I really don't fancy being without a car. I thought the way the article was worded it referred to people who already had a full licence not provisional licence holders. I usually manage to get away with a nice smile and claim to have been in the country less than a year but I think that in future once the traffic police become more informed and start clamping down then they may start asking for proof of that. But the scale of immigration has proved to be 15 times greater.In 2007, another 214,510 eastern Europeans registered to work in Britain, equal to 600 arrivals a day. Eastern European immigrants can claim benefits after working here for 12 months - including child benefit for children who have stayed with relatives back in their home countries. In the last 12 months, the cost of paying benefits to the newcomers has more than doubled to an estimated £170million a year, with 145,000 immigrants now claiming state handouts. Local authorities in some areas have warned that public services such as schools are coming under intense strain. Mr Davis said the arrival of so many immigrants meant that "our housing and public service infrastructure have come under severe pressure with local authorities and council tax payers having to shoulder the burden". The Government predicted 13,000 arrivals a year when opting to open Britain's labour markets to millions of new EU citizens - while most other countries imposed restrictions. The Home Office acknowledges that benefits claims are increasing but insists they "remain low". The numbers in receipt of benefits more than doubled last year, rising by 109 per cent in 12 months to 145,000. UK business leaders said employers will continue to welcome the new arrivals because their work ethic is "so much better than domestic workers" who suffer from a "skills shortage and increasing welfare dependency".
